Founded as a provincial high school in 1952, it has undergone a series of institutional metamorphoses until its conversion into a state university by virtue of the Philippine Republic Act No. 9402 in 2007. At present, it is catering to over 35,000 students across its campuses in the provinces of Laguna and Quezon. The major campuses of the university have their flagship programs, to wit: engineering in Sta. Cruz Campus, electronics technology in San Pablo City, fisheries in Los Baños, and agriculture in Siniloan. Aside from these, degree programs on teacher education, information technology, arts and sciences, business administration and accountancy, criminal justice education, law, hospitality management and tourism, nursing and allied health, and industrial technology are also being offered in the different campuses of the university.

Flagship Programs and Research
Aside from the development of cutting-edge innovations in the fields of agriculture, fisheries, engineering, and other related and emerging disciplines, the university’s research and development agenda also focus on the alleviation of national poverty by promoting holistic and quality education, social welfare, peace and justice, and community development. It also advocates for the sustainable utilization and management of biodiversity and indigenous resources, the development of viable initiatives on climate change adaptation and resilience, and the promotion of environmental rehabilitation and conservation, especially of Laguna Lake, among others.
The LSPU has also intensified its technology generation and innovation efforts with the strengthening of its intellectual property, and technology business management and technology business incubation units. For the last three years, the university has been given the Platinum Award by the Intellectual Property Office of the Philippines (IPOPHIL) in recognition of its efforts in fostering technology generation and innovation.
At present, the LSPU is implementing research and development works on commodities like indigenous and native fruit trees and vegetables, mushrooms, pigmented rice, silkworm, coconut, bamboo, cacao, native chicken, mallard duck, tilapia, endemic fish species like “paltat” or native catfish, mangrove crab, among others. These initiatives are being undertaken on a multi- or inter-disciplinary approaches in collaboration with researchers and experts in and outside of the university.
Supporting the realization and operationalization of these research and innovation initiatives, the LSPU houses different centers in collaboration with national and regional agencies, to wit: Center for Lakes Sustainable Development (CLSD), Mushroom Research and Production Center (MRPC), Ideation Design Development (IDD) Laboratory, Calabarzon Food Solutions Hub (C-FoSH), Regional Metrology Laboratory, and DOST-PCAARRD-LSPU Agri- Aqua Technology Business Incubator (ATBI).
Collaborations and Partnerships
In the implementation of its various academic and non-academic programs, the university has been in collaboration with various local and international organizations and entities, including research and development institutions, universities, local government units, non-government organizations, and private farms and companies. The university is also an active member of numerous local and international associations and consortia.
